Frank was born in Taihape, New Zealand. He moved to Australia in 1972. He opened L.J. Hooker City Residential (formerly L.J. Hooker East Perth) office in 1994 with his wife Dot. They have four children and twelve grandchildren.

His formal qualifications include: Bachelor of Agricultural Science, Diploma of Real Estate Management, Licensed Settlement Agent, REIWA Strata Management Certificate.
